BOARD OF DIRECTORS MEETING
SATURDAY, SEPTEMBER 19, 2015 – 9:00 A.M. – BLUE LAKE CLUBHOUSE

1. Chairman Latham called the meeting to order at 9:00 a.m.
2. Motion for approval of Minutes from the Board of Directors meeting and General Meeting on July18, 2015.
Motion to approve made by Sandi Becraft; seconded by Pam Hutchins – Motion passed.
3. Introduction of BeBe Piatt; Llano County Justice of the Peace.
Ms. Piatt gave a brief description of her responsibilities which include:
A Justice of the Peace presides over the court that is most accessible to the average citizen.
Justices of the Peace hear misdemeanor cases punishable by fine only and can hear most civil cases in which the amount in controversy does not exceed $10,000.
In addition, a justice of the peace may issue warrants for search and arrest. Justices of the peace also issue civil process, conduct preliminary hearings, administer oaths, perform marriages and serve as a coroner in counties where there is no medical examiner.
The justice of the peace may also conduct inquests.
The justice of the peace has ultimate authority over the operations of the office, including the authority to hire and fire personnel and direct their daily activities. The justice of the peace also has authority to determine how to use all other resources allocated to the office during the budget process.
Judge Piatt noted the Horseshoe Bay, Llano County Annex will continue to accept property taxes and vehicle registrations.

4. Chairman of the Board Report – Renea Latham:
a) Deerhaven property owners have been invited to a Potluck on Oct 16th to say goodbye to the old fire chief and meet the new one.
b) Pool welding will begin and the pool will be closed during working hours.
c) Please keep Bennett in your thoughts and prayers.
5. Treasurer’s report and Audit report by – Tom Burt.
Motion to approve the Treasurer’s report and the Audit Report was made by Pam Hutchins and seconded by Randy DelMastro – Motion Passed.
6. Report on “Children at Play” signs by – Pam Hutchins
a) Samples of different signs were presented with costs and post sizes.
b) “NO FIREWORKS” signs were requested by Diane Dietert.
c) A review of the reflective address signs needs to be done to make certain all of the
homes have them.
d) It was noted that we are not Tax Exempt and have to pay taxes on all purchases.
Pam Hutchins and Sandy Becraft will look into different signs and the costs of repairs
to existing signs.
7. WCID Report by – Jim Maugham
a) Construction is on schedule. This is a three (3) phase project; but not all phases are funded.
b) Delays were expected.
c) Valves may need to be replaced.
d) Tax rate will remain the same.
e) They are still looking for the water leak in the line.
f) Sandi Becraft asked if they could get water to the monument. (This will be looked into for feasibility).
g) A second meter in the park was found and the POA is being charged $50.00 a month for it.
An investigation will be made as to whether it can be removed and the park can use only one.
8. Park/landscaping report by – Sandi Becraft
a) Thank you to Linda Cowden for the generous donations of the umbrellas and fans at the pool.
b) The pool is currently being cleaned twice a week and will go back to once a week when the weather changes.
c) Mowing of the park is being done two times a month.
d) Thank you to the community for placing the chairs back where they belong after they are put up.
9. Road Commissioner Report by – Randy DelMastro
a) The roads will be cleaned once the water line work is completed which is expected to be another four months.
10. Boat Lockup Commissioner Report – no report was given.
11. Architecture Report by – Renea Latham

12. Statements by Home Owners in attendance.
a) Pam and Floyd Orr stated their concerns about the lot near them which has debri from the water line workmen. They were assured the lot would be cleaned next week.
