1. Certification of Quorum
Meeting called to order by Joanne Severn at 9:00a.m.
Directors present: Joanne Severn, Paul Rossbach, David Wuest, Pam Hutchins, Penny

2. Review/Approval of September 24, 2022, Board Meeting Minutes
Albert motioned for approval and David seconded. Motion passed unanimously.
3. Llano MUD #1
No report.
4. Chairman’s Report
Need to form an election committee. David Wuest and Pam will be on the Committee.
Tim Allen will be on the Committee as a Property Owner. A Survey Monkey will need
to be sent out to Property Owners. David has the process for elections and will
provide this to Rhonda and the Board.
5. President’s Report
No report.
6. Vice President’s Report
One construction trailer needs to be removed. David Wuest will remind the
landowner.
7. Treasurer’s Report
Pam presented the report. David noted that he gave Pam receipts for reimbursement
of Christmas decorations totaling $151.36.
The Board discussed the Pickle Ball Court donations and will continue to determine a
path forward if donations are to be used. David Cotner had previously met with
contractors who said that the repairs would be in excess of $30,000 due to the existing
court not having any rebar in the concrete slab.
8. Road Commissioner’s Report
Permanent road cut repairs need to be made. It is $500 per road cut. David Wuest will
provide the POA road mix restrictions to Llano MUD. Scott’s Paving will be making the
repairs on Tuesday. There are road cut repairs needed in the Park for the electric and
water utility work that was completed. Paul motioned to have the road cut repairs
done in the Park and Gabe seconded. The motion passed unanimously.
Tom may have to redo his ditch since its filled in. There is also erosion occurring on
Lagoon Loop. Penny noted that there was erosion also occurring on their road edge
due to a culvert being stopped up. David noted that Scott’s Paving can repair/patch
road edges, but the landowner has to repair what’s on their property.
The cold patch on Lagoon Loop is still working. Deerhaven is currently past due on
road maintenance. Chip sealing was done around five (5) years ago. Road
maintenance costs approximately $10,000/year.
9. Architectural Committee Report
David Cotner emailed the Architectural Committee report to the Board.
The Flake residence is completed.
David C met with the Blonkvist’s builder. They are requesting a six-month extension
for both the house and the boat house projects. Since the previous extensions are
expiring, the Board recommended to put $1,000 in escrow for both projects.
The Board is granting a 6-month building permit extension for the following two
Blonkvists’ projects: House remodel and boathouse with the condition that the
Blonkvists’ put $1,000 in escrow for each permit for a total of $2,000, which will be
forfeited in the event the construction is not completed by May 31, 2023. In the event
that construction is not completed by May 31, 2023, then the POA Board will impose a
per-day fine of $25.00 until the construction is completed to the satisfaction of the
Architecture Chairman.
Gabe motioned for approval and Paul seconded. Motion passed unanimously.
Cotner Outbuilding Project – Paul motioned to accept proposal. Albert seconded.
Gabe opposed. Penny abstained. All others said yes.
10. Discuss Restrictions & Covenants violations
Joanne and Paul have been working on updating/revising the restrictions. Once
completed, they will send out to the community for a 30-day review.
11. Boat Lockup Report
Paul gave an update. Forty (40) spaces have been rented. Still plenty of available
spaces. Cost is $150/yr.
12. Park Chairman Report
Gabe gave an update. Only three magnetic keys are left and some parts. Gabe got an
estimate for key replacement. Cost is approximately $1700 to take out electronics and
replace with pad locks. Price includes new door hardware and 200 keys. Need two
weeks’ notice to schedule the work and the work takes one day.
Pam motioned to approve the work and Paul seconded. Motion passed unanimously.
Shane volunteered to replace all the fans at the pavilion.
13. Long Range Planning Committee Report
Penny gave an update. The committee has met twice. Still working on the scope of
efforts and will put it out for community feedback once completed. Looking at assets,
including roads, etc.
Looking at four different options on how to pay for improvements.
1) Joining MUD #1
2) Creation of a MUD, but will probably be too expensive.
3) Possible annexation into Horseshoe Bay West to get fire, police, etc.
4) Remain status quo and increase reserves.
14. WCID Report
David gave an update on the status of the lift station. The mother board has been
replaced with a state of the art system that can be monitored from a phone. Three
pumps have been replaced. They will alternate being on. The new system is still in a
trial period.
15. Old Business
None.
16. Ratification of Business transacted electronically per Article VI, Section 7 since last
meeting.
None.
17. New Business
Need to clean up storage barn.
18. Property Owners Forum – for those who have submitted requests in writing, no later
than 7 days before the meeting, with subject of the request. (3 minutes each).
No requests received.
19. Adjourn – Paul made a motion to adjourn the meeting and Pam seconded.
Meeting adjourned at 10:30am.
Next POA meeting is February 25.
