Llano County Judge Ron Cunningham provided the information below on the status of Public Assistance from FEMA being provided to State and Local Governments affected by the October flood. A meeting took place today, March 7th with FEMA and local government and municipality officials to review the process.
Individual Assistance has been denied by FEMA due the number of damaged uninsured and underinsured homes not meeting the required threshold, but Judge Cunningham explains that Small Business Administration Disaster loans will be made available.

Subject: October 2018 Flood Recovery Efforts
I wanted to update you all on the status of the Recovery Efforts.
Llano County is only qualified for Public Assistance.
Public Assistance for State and Affected Local Governments can Include as required:
- Payment of not less than 75 percent of the eligible costs for debris removal and emergency protective measures taken to save lives and protect property and public health. Emergency protective measures assistance is available to state and eligible and local governments on a cost-sharing basis. (Source: FEMA funded, state administered)
- Payment of not less than 75 percent of the eligible costs for repairing or replacing damaged public facilities, such as roads, bridges, utilities, buildings, schools, recreational areas, and similar publicly owned property, as well as certain private non-profit organizations engaged in community service activities. (Source: FEMA funded, state administered)
- Payment of not more than 75 percent of the approved costs for hazard mitigation projects undertaken by state and local governments to prevent or reduce long-term risk to life and property from natural or technological disasters. (Source: FEMA funded, state administered)
In regards to the Individual Assistance, I confirmed that FEMA denied Texas the Individual Assistance Declaration, (Texas could appeal, however the numbers of Underinsured or Uninsured homes must meet the threshold and it is not likely the state will appeal the denial.)
On a bright side, I was notified today that Llano county has qualified for the SBA Disaster Loans and SBA is finalizing the application process and we should have the system ready to go next week sometime. SBA will be sending 3 representatives to Llano county and they will be setting up a Disaster Loan Outreach Center (DLOC) which is designed to assist our constituents affected by the flooding last year. I have coordinated with the First Baptist Church 3435 RR 1431 and we will set up our DLOC there. It will be staffed by the 3 SBA reps M-F 9-6 and equipped with laptops, printers and wifi so flood survivors can apply with assistance from the SBA staff. Once I learn the specific dates, I will let you all know ASAP.
