1. Certification of Quorum
Meeting called to order by Joanne at 9:00 am
Directors present: Pam Hutchins, Rick Aberle, Joanne Severn, Tim Allen
Directors not present: Penny Wimberly
Tim motioned to keep Joanne as Chairman, Rick seconded. Motion passed.
Rick motioned to have Tim fill the VP vacancy. Joanne seconded. Motion passed.
2. Review/Approval of June 3, 2023, Board Meeting Minutes
Tim motioned for approval and Rick seconded. Motion passed.
3. Llano MUD #1
No new smells have been observed since the repairs were completed. If anyone notices
a smell, they should make a note of the time and date of the smell and report it.
4. Chairman/President’s Report
An email was received that asked for Board member’s contact info. Joanne
recommended that a group email be created for the Board members to use.
The Annual dinner was successful. Forty-seven dinners were ordered, however not
everyone attended that RSVP’d, so a lot of food was left over.
Tim Allen will be the new Road Commissioner.
Paul Rossbach will continue to oversee the Boat & Trailer Lock-Up.
Jim Maughan is the new Park Commissioner.
David Cotner remains the Architecture Committee Chairman.
Rick Aberle will help with POA website.
5. Vice President’s Report
No report. Tim will take this role as voted by the Board.
6. Treasurer’s Report
Pam presented the report.
Two delinquent landowner fees need to be collected. PAMCO will send letters to
delinquent landowners. Need to determine what to spend the beautification funds on
that are now in the Bluehaven account. Need to review the gardener’s duties. Jim is
going to contact the gardener to discuss. $4500 is the annual gardener budget.
Pam is working on the annual budget. It should be similar to the previous year, but she
would like Board feedback on the gardener’s budget, any projects the board would like
to pursue and any unusual items that might be coming up.
David C will talk to a pool company to get a bid on the pool coping work that is needed.
The pavilion fans need work, so we need to budget for any electrical work.
Need to remove Gabe from the POA debit card and add Jim for pool repair and other
Park repair costs. Joanne motioned to remove Gabe and add Jim. Tim seconded.
Motioned passed.
7. Road Commissioner’s Report
Tim Allen met with David W to transfer knowledge of Road Commissioner duties. Llano
county road repairs will need to be booked at least a year out. Tim and the Board will
continue to monitor the condition of the roads. Any road repair costs are variable due to
the cost of oil at the time.
Pam will check the budget for the road easement mowing and provide POC for Tim to
reach out to mow the easements again.
8. Architectural Committee Report (Members: David Cotner, Diane Stone and Don Thompson)
508 Lagoon Loop – House Remodel, New Boat House and Pool
Received June Permit Extension Fee in the amount of $750.00. Six-month extension
expired May 31. POA received $2,000 Fee. The owner has agreed to remit monthly
Extension Fees in the amount of $25.00/day until all work is completed.
256 Mountain Drive – New Residence
The construction is almost complete and the Owner’s expect to move in by the end of
July.
506 Lakeview – New Seawall, Boat House, and Dock
Seawall completed. Working on Boat House and Docks.
503 Lakeview – Demolish existing house, rebuild with new pool
Demolition complete. Working on pool and new foundation.
206 Fawn Ridge – New Residence
Finishing exterior of new house.
616 Mountain Dr – New Outbuilding
Construction starting.
David C continues research on pickle ball court materials. He brought samples for pickle
ball court surfaces. They are square tiles that lock together and can be more easily
repaired when needed. He will get a quote for using them on the Deerhaven court.
9. Restrictions & Covenants Updates
Still finalizing the revisions and will send out to landowners for comments and voting
later in the year. David C will provide a PDF of the registered Deeds & Covenants to
Rick for uploading to the website.
10. Boat & Trailer Lockup Report
Grass was recently cut at the boat & trailer lock up. The trees were trimmed last month.
One more space rented since last report. Forty-four spaces rented. Six boat spots and
six jet ski spots remain.
Looking into updating the application paperwork to remove some requirements the
Board discussed previously and allow any trailer type up to a certain size limit (25/30 ft
due to space limitations). Restrictions state “The POA provides a lock-up area for the
storage of boats, boat trailers and trailers ….” so there is really no particular justification
for limiting the area to boat, utility, and vehicle trailers as is currently done.
11. Park Chairman Report
Pool Area
Pool Company Serviced Pool on July 5th . Pool pump set to run 24 hrs/day per pool
technician. Needed to add Chlorine tabs and water daily during the holiday weekend.
There are 10 regular and 7 lounge chairs still available in the pool area. Jim will get a
quote for purchasing new chairs. There are 5 broken regular and 7 broken lounge chairs
in the barn. David C will work on disposing of the broken chairs.
Storage closet needs to be cleaned out.
Lock on east gate does not consistently lock.
Pavilion
Two lights and one fan are not working.
Folding tables and chairs are still set up in the pavilion. Jim will check w/ David Wuest
regarding the remaining tables and chairs in the pavilion.
Tennis Court
Basketball hoops need repaired.
Grass on court needs removed.
Boat Dock
Three dock boards need replaced now. David C will work with Jim to repair broken
boards on the dock. About 10 other boards will need to be replaced soon.
Storage Barn
Full of junk and trash that needs to be cleaned out. Need to go through the storage barn
to clean up. Maybe have a clean-up party in the fall. Trash and junk behind storage barn
also needs to be removed. Need to digitize old files that are stored in the storage barn.
Restroom toilet leak at tank bolts (Closed for repairs).
Park Grounds
Dead tree limbs need trimming and fallen branches need to be picked up. Some areas
of the park grounds are not being mowed. Jim will confirm with the mowing company
what boundaries are in their contract.
12. Long Range Planning Committee Report
Six members met on June 22. Still in the investigation phase. After discussing the
various options, the committee created 2 sub-committees: one group is examining the
requirements and process of creating a MUD from the WCID. The other sub-committee
is conducting a detailed inventory of the POA’s assets. The committee will reconvene
in August to discuss the findings.

15. Ratification of Business transacted electronically per Article VI, Section 7 since last meeting.
None.
16. New Business
Joanne will send out proposed POA Board meeting dates via email. There are some specific
requirements in the
Address that(?) in the long-range plan. Need to consider if POA fees need to be increased to
keep up with the budget needs. They haven’t been increased for inflation or long-range
projects.
17. Property Owners Forum – for those who have submitted requests in writing, no later than 7
days before the meeting, with subject of the request. (3 minutes each)
