MINUTES OF DEERHA VEN WCID SPECIAL MEETING
Monday, August 21st, 2023
Blue Lakes Golf Club, Horseshoe Bay, Llano County, Texas
A meeting of the Board ofDirectors of the Deerhaven Water Control and Improvement
District was held on the 28th day of August, 2023 at 9:30 AM., at Blue Lakes Golf Club, 214
W. Bluebonnet Rd, Horseshoe Bay, Llano County, Texas. Notices of the time, place and the
subject of the meeting, and the actions to be taken at the meeting, were posted at the places
and for the time required by the laws of the State of Texas.

Also present, Tammy Hargett, A WR Services.
1. Director Dykes called the meeting to order at 9:40 AM. with a quorum of Directors
present, as indicated above.
2. There were no public comments.
3. The first order of business was to approve the minutes from the July 10th
, 2023
Board meeting. A motion was made by Director Girten to approve the minutes and the
motion was seconded by Director Wuest. The motion carried unanimously.
4. The next order of business was to receive the Bookkeeper’s report.
Tammy Hargett presented the bookkeeper’s report to the board on behalf of David
Berrier. Director Becraft made a motion to accept the bookkeepers report. The motion
was seconded by Director Rudenstein. The motion carried unanimously.
5. The next order of business was to approve the transfer of $9,600 from the First United
water account to the TexPool account, and the transfer of $60,000 from the First United
debt service account to the TexPool debt service account. A motion was made by
Director Rudenstein and the motion was seconded by Director Becraft. The motion
carried unanimously.
6. The next order of business was to approve payment of bills and invoices. The invoices
were reviewed by the board. Director Becraft made a motion to approve the payment of
the submitted bills and invoices. The motion was seconded by Director Girten and carried
unanimously.
7. The next order of business was to review and approve the 2023 tax rate for public posting.
Tammy Hargett present the Llano County Tax Appraisal District’s Certified Values of
$80,493,112. The Board reviewed the tax scenarios. Director Dykes made a motion to
publish a total tax rate of $0.1773, with $.08020 for maintenance and operations, and
$0.09710 for debt services and to be published for a public hearing on September 18, 2023. The motion was seconded by Director Becraft and carried unanimously.
8. The Board then discussed the 2023-2024 draft budget presented by Tammy No changes were made, other than updating the fire fighting expense once the amount has been received from the City of Horseshoe Bay.
9. The Board reviewed the option to accept and resolution of Director’s All Directors were in agreement they did not want to be paid for their work serving on the Board.
10. The Board amended the District’s Information form to approve the revised Notice to Purchaser. Director Girten made the motion to approve, and Director Wuest seconded the motion. The motion carried unanimously.
11. Tammy Hargett presented the Manager’s report and stated the District is still in Stage 2 watering restrictions, which is watering twice per week based on customer addresses. There was a discussion regarding electronic water meters. Ms. Hargett will present a proposal for converting all mechanical meters to electronic meters at the Q4 Board meeting. Meanwhile, there is a new home that is getting the first electronic meter
