To All Deerhaven Property Owners:
As you are aware, our fire protection agreement with HSB renews each year. The contract goes to the HSB City Council on Sept 20. There were a number of conditions in the original contract. Below is the letter I recently sent to Stan Farmer, HSB City Manager, updating him on the progress we've made on those requirements.

Dear Stan,
As we approach the time for renewal of our fire protection agreement, we'll update you on the progress we've made on the conditions set forth in your September 13, 2010, transmittal letter and the agreement itself:
a. We"ve cleared the heavy brush from around the homes with the most serious problems in Deerhaven.
Several other lots were cleared voluntarily by owners and we have commitments on a number of others.
We are now asking all vacant lot owners to consider cleaning up the brush on their properties.
We have have authority to require this and will do so as necessary.
b. We have posted warning signs at our low-water crossings.
Gates are not practical considering our demographics and lack of public personnel to man them.
c. We have plenty of access for Turbo-Draft appliances. We are not aware that the HSB fire department has surveyed the possibilities. We'll be happy to work with them.
d. We have completed preliminary engineering on the first phase of our water system improvement project. Phase 1 will meet the International Fire Code (adopted by HSB, we understand) including 1000 gpm fire flow with a minimum pressure of 20 psi under combined fire flow and drinking water conditions. This assumes the City will deliver water in sufficient volumes and at sufficient pressures to meet the 20 psi requirement as well as the TCEQ's 35 psi requirement anywhere on the system. 13 new fire hydrants will be installed in this phase.
At the completion of Phase 1, no lot or residence will be more than 1000 feet from a fire hydrant, as specified in our fire protection agreement. 75% of residences will be within 500 feet and 91% within 700 feet. We believe Ralph Hendricks gave you a plat of the fire hydrant layout. We are available to meet with Chief Fiero on this plan at his convenience.
We are currently working on a financing plan with the Deerhaven POA. We expect funding to come from the Texas Water Development Board. That funding would be underwritten by the Deerhaven WCID's taxing authority. We are planning on a May, 2012, election preceded by public meetings.
e. We are working with our residents on residential signage and many have complied. We will renew this effort as needed. We believe our street signage is adequate.
f. We have no security gates.
